The public side of a decision
A corridor can be grand and difficult to use. The right counter is not always the nearest one, and the title on a form may differ from the title above the desk. The county stories follow the practical route through these rooms: take a number, unfold the letter, find out that an earlier copy is required.
Copies with different lives
The same document can exist in a public file, an office folder and a resident's kitchen drawer. Each copy collects different marks. One is stamped, one is annotated and one is folded along a line that passes through the most important sentence. The Marble Mile stores decisions; the city outside stores what those decisions felt like.
After the counters close
Clerks return folders to shelves while cleaners work around them. A trolley of returns may remain outside a locked office until morning. The marble floors amplify every wheel and footstep, giving modest tasks a ceremonial sound. Much of the district's continuity depends on work that never appears in the official minutes.

Keep the envelope with the application. The receiving stamp does not replace the date on the postmark.
