The structure above the basin
The dam remains a large, deliberate shape against a landscape that no longer gives it the same visible task. Service roads and railings continue to guide movement. In the district's fiction, residents use the structure as a reference point for errands and walks, bringing an engineering landmark into the scale of everyday life.
Instructions that outlast conditions
A sign can remain legible long after the circumstances that produced it have changed. Some notices still serve a practical purpose; others require explanation from someone who remembers their origin. Spillway Ward's stories distinguish between preserving an old document and continuing to treat every sentence on it as a current instruction.
The maintenance that continues
Empty water below does not mean there is no work above. Doors, drains, paths and public barriers still need attention. The ward's written record is therefore full of ordinary repairs, resisting the easy picture of a place abandoned all at once. Lowwater continues living with structures whose original promises are no longer visible from the road.
From the fictional county archive
Older notices are retained in the file. Only the current sheet by the entrance describes the access arrangement now in use.
